The Economic Challenges Facing Tampa Bay Families

 

Tampa Bay families are being squeezed from every direction, and Kathy Castor has been in Washington for 20 years watching it happen.

The numbers tell the story plainly. The median home price in Tampa reached $415,000 in January 2026, up 11 percent year over year, requiring an annual income of at least $107,000 to afford, while the median household income in our district sits at $73,000. Rents have surged nearly 50 percent over the past five years, outpacing wage growth of just 30 percent. One in three Tampa Bay households now spends more than 30 percent of their income on housing alone, and our region faces a shortage of over 80,000 affordable housing units for families earning below the area median income. Grocery prices are up approximately 25 percent since 2020. Florida homeowners are paying insurance premiums 34 percent higher than 2022 levels, among the highest in the nation. Energy bills are climbing, driven in large part by regulatory overload that adds $8 to $10 per megawatt-hour to power costs before Tampa Bay families ever flip a light switch. And Washington's chronic inability to pass a budget on time made everything worse: the 2025 government shutdown, the longest in American history at 43 days, delayed $54 billion in federal spending and cost the economy an estimated $28 billion in lost GDP in a single quarter.

These are not abstractions. These are Tampa Bay families skipping meals, forgoing medications, and watching the dream of home-ownership slip further out of reach with every passing month.

Kathy Castor voted with Joe Biden 100 percent of the time and collected over $1.6 million from establishment special interests. Her two decades in Washington produced exactly two laws, both renaming post offices. She bears direct responsibility for the unchecked federal spending that fueled this inflation, the regulatory overreach that crushed small businesses, and the energy policies that sent utility bills climbing while our families paid the price.

Rocky's Plan to Restore Affordability:

The Enhancing Affordability for America Act will deliver measurable, lasting relief built on conservative principles of fiscal responsibility and limited government. By 2030, this plan is projected to reduce housing costs by at least 10 percent, lower insurance premiums by 15 percent, and generate over 5,000 jobs in District 14 alone.

A $10,000 federal tax credit for first-time home-buyers in high-cost regions, targeting households earning less than 120 percent of the area median income, will restore access to home-ownership for working families who have been priced out of the market.

A federal reinsurance program will stabilize Florida's property insurance market and build on the state-level reforms already delivering early results, driving premiums down further and making coverage affordable again.

A 5 percent federal income tax reduction for small businesses with fewer than 50 employees, paired with a $5,000 deduction for hurricane-resilient upgrades, will protect and strengthen the more than 20,000 small businesses that employ roughly 40 percent of Tampa Bay's workforce.

Five hundred million dollars in targeted federal grants over five years will fund affordable housing development and resilient infrastructure, with priority for low-income communities, veterans, and disaster-impacted areas, addressing Tampa Bay's projected need for over 250,000 new housing units by 2035.

On energy, Rocky believes Washington bureaucrats should get out of the way and let engineers lead. Tampa Bay's own Tampa Electric Company proves the point. TECO's 2025 generation mix of 84 percent natural gas, 12 percent solar, and 2 percent coal was not the result of a government mandate. It was the result of smart, market-driven decisions made by people who actually understand power generation. That is how it should work everywhere. Rocky will cut the regulatory dead-weight that inflates energy bills, including Obama-era rules that add billions in annual compliance costs with minimal additional benefit, fast-track permitting for next-generation nuclear, including small modular reactors, and support continued domestic natural gas production. Eliminating burdensome regulations alone could lower electricity prices for Tampa Bay families by 5 to 10 percent or more, while protecting Florida's coastline and environment.

My proposed TRUST Act will end the government shutdown cycle that costs taxpayers billions and disrupts the services families depend on, including veterans' benefits, Social Security, and military pay, by creating shared consequences that compel Congress to do its job on time.

Washington's dysfunction is not inevitable. It is a choice, and Kathy Castor has made that choice 20 years in a row.

Border Security: Securing America's Future

As your next Congressman for Florida’s 14th District, my commitment to a secure border is personal and non-negotiable. President Trump's strong leadership has delivered a dramatic turnaround, restoring control at the southern border through decisive actions like reinstating Remain in Mexico, expanding wall construction, deploying resources, and ending catch-and-release policies. This stands in sharp contrast to the previous era of open-border approaches backed by Kathy Castor, which contributed to record-high encounters (including over 2.4 million at the southwest border in FY2023) and fueled the deadly fentanyl crisis that claimed tens of thousands of American lives annually.

Kathy Castor, consistently aligning with far-left policies, voted against key enforcement measures, including the Laken Riley Act, which requires the detention of migrants charged with certain crimes. Her votes undermined the resources needed for Customs and Border Protection (CBP) and Immigration and Customs Enforcement (ICE) to stop drugs, human traffickers, and potential threats, putting our communities at risk and betraying the congressional oath to protect against dangers like those seen on 9/11.

Tragedies from violent crimes committed by illegal immigrant criminals highlight the urgent need for strict enforcement. Drawing from my 33 years of service in the U.S. Navy, I know strong leadership saves lives and protects innocent citizens.

That's why I will champion comprehensive immigration reform, including:

  • mandatory nationwide E-Verify to prevent hiring of      illegal workers
  • swift deportation of criminal offenders
  • a      merit-based system prioritizing skilled legal immigrants who contribute to      our economy and share our values

I will fight to fully support CBP and ICE, monitor every port and potential entry point, and dismantle human trafficking networks. This approach is not about closing doors on opportunity. It's about ensuring fair, legal pathways that strengthen America, boost economic growth through productive labor, and save lives by stemming the flow of deadly fentanyl.

Tampa Bay families deserve a protected border, not one that endangers them. Castor's record has contributed to preventable tragedies; my plan will end that era. In Congress, I'll fight daily to keep America safe, prosperous, and faithful to our founding principles.

National Security: Safeguarding America's Strength and Freedom

National security is the bedrock of our sovereignty, protecting our citizens, economy, and way of life from threats foreign and domestic. This is a sacred duty I upheld for 33 years as a career warfighter in the United States Navy, planning and executing combat and humanitarian missions across the globe. I did not learn about these threats from a briefing book. I faced them.

The world has grown more dangerous, not less. Weak leadership over the previous four years left America's borders open, her adversaries emboldened, and her communities vulnerable. While the previous administration looked the other way, dangerous criminals, cartel operatives, and more than 70,000 lethal doses of fentanyl crossed our border every single year. Human trafficking exploded. A 2024 state-commissioned report by the University of South Florida estimates that over 700,000 people were exploited through labor and sex trafficking in Florida in a single year alone, with minors making up half of all sex trafficking victims. Florida ranks third in the nation in reported cases. This is not a distant crisis. It is happening in our neighborhoods, our ports, and our airports, right now.

Beyond our borders, the threat picture has never been more complex. China, Russia, Iran, and North Korea, what national security analysts now call the CRINK axis, have accelerated their military, economic, and strategic cooperation at a pace that should alarm every American. North Korea deployed 14,000 to 15,000 combat troops to fight alongside Russia in Ukraine, the first time any of these nations committed forces on another's behalf. China supplied ballistic missile fuel components to Iran, directly triggering the joint U.S.-Israel strikes on Iran's nuclear facilities in June 2025. All four leaders appeared together publicly for the first time in Beijing just months ago. These nations share one overriding objective: to dismantle the American-led world order that has kept the peace since World War II. China steals our intellectual property to close the technology gap. Russia and China fund and protect Iran's nuclear ambitions. North Korea sells missiles and munitions to fund the whole enterprise.

As your Congressman, I will bring the same clear-eyed approach to these threats that I brought to three decades of naval service. That means a military rebuilt to Reagan-era strength, fully funded, fully manned, and equipped to deter and defeat peer competitors simultaneously. It means unwavering support for Israel, which proved in June 2025 to be the only partner willing and able to mount a decisive preemptive strike against a revisionist nuclear threat. It means completing the border wall, fully funding CBP and ICE, dismantling human trafficking networks that prey on Florida's most vulnerable, and codifying Trump's border security gains into permanent federal law so they cannot be reversed by the next administration.

And it means honoring the men and women who serve. Not with empty words, but with the resources, the training, the equipment, and the leadership they deserve.

Kathy Castor has spent 20 years in Washington consistently aligning with far-left positions that weaken enforcement, underfund our military, and ignore the growing threats facing Tampa Bay families. She voted against the Laken Riley Act. She supported the policies that produced the worst border crisis in American history. She has done nothing to address the human trafficking epidemic devastating Florida communities. Twenty years of that is enough.

Andrea and I tried for years to have children. Numerous rounds of IVF, other treatments, and three miscarriages broke our hearts. And for a long time, I was angry. Very angry at God for taking that dream from us. I stopped talking to Him.

Three years ago, I attended a pastors' prayer breakfast, if I am being honest, more to campaign than to pray. Kevin Sorbo was one of the guest speakers. He told us how he had asked God to heal his broken back, and God did. In that moment, it hit me like a lightning bolt: I had never once asked God to heal the pain in my own heart, even though He was the One who had allowed it.

So I prayed. Right there, in that room. And slowly, God took the anger away. He did not give Andrea and me the children we had longed for. But He gave me something else: a new mission. To fight for every child in this district as fiercely as if they were my own.

That is why the Children's Bill of Rights is not just legislation to me. It is personal. No child should be rushed into life-altering decisions their young minds cannot yet comprehend. No parent should be shut out of what is being taught in their child's classroom. And no predator, online or in person, should ever get near them.

I will never hold my own son or daughter. I will never watch them take their first steps or walk them down an aisle. But God has given me 750,000 people in Florida's 14th District to look after instead. And with His help, I am going to protect every one of them.

That is the plan He has for me. And with your help, that plan begins by flipping this seat red in November 2026.

Across the country, children's innocence is under relentless attack, and the stakes could not be higher.

Science is clear: the human brain, particularly the prefrontal cortex responsible for decision-making and impulse control, does not fully mature until the mid-twenties. Rushing children into irreversible choices, including hormone therapy that carries documented risks of blood clots, cardiovascular complications, bone density loss, and long-term hormonal disruption, before their minds are equipped to process the consequences is not compassion. It is recklessness. We must let children be children.

My brother Bill was gay. He did not fully understand his own identity until his late teens, and our family loved him through every step of that journey. That experience taught me that genuine acceptance is patient, that identity takes time to develop, and that protecting children from premature, irreversible decisions is not a rejection of who they are. It is a recognition that they deserve the time to become who they will be.

Parents deserve to be partners in that journey, not bystanders locked out of it. School boards that use the classroom to advance ideological agendas instead of equipping children with math, reading, and critical thinking skills have betrayed their communities. My Children's Bill of Rights will mandate full curriculum transparency, require parental consent before exposing children to sensitive topics, and establish firm protections against gender-affirming medical interventions for minors under 18. Teachers who want to focus on educating deserve our full support, not mandates that transform the classroom into a political battleground.

And we must confront what is happening to children online, because the numbers are devastating. In 2023, NCMEC's CyberTipline received 36.2 million reports of suspected child sexual exploitation, a 12 percent increase from the prior year and a staggering 300 percent increase in online enticement reports since 2021. By 2024, online enticement reports to the CyberTipline had surpassed 546,000. More than 1 in 5 minors report having experienced some form of online sexual interaction with someone they believe to be an adult. One in 5 teens surveyed by Thorn in 2025 reported experiencing sextortion. One in 7 of those victims said they harmed themselves in response. Since 2021, at least 36 teenage boys have taken their own lives because of it.

These are not statistics. These are children.

My Online Child Protections, which will be incorporated into the Children's Bill of Rights, will mandate AI-driven age verification on social media platforms, impose fines of up to $1 million per violation for platforms that fail to report predators to law enforcement, and fund $50 million in school-based digital literacy programs to equip children and parents with the knowledge to recognize and resist online exploitation before it reaches them.

Kathy Castor has been silent on every one of these issues for 20 years. Tampa Bay families have paid the price.

Combating Human Trafficking

Human trafficking is modern-day slavery, and it is exploding on our watch. The State Department's Trafficking in Persons Report confirms that an estimated 27 million people are currently exploited globally through forced labor, commercial sex, and coercion. Human trafficking is modern-day slavery, and it is exploding on our watch. The State Department's Trafficking in Persons Report confirms that an estimated 27 million people are currently exploited globally through forced labor, commercial sex, and coercion. Here at home, since the National Human Trafficking Hotline began operations, it has identified over 112,000 confirmed trafficking cases involving more than 218,000 victims, and those are only the ones reported. The real number is far higher.

Florida is one of the worst states in the nation for this crime, ranking third behind only California and Texas in reported cases. Our ports, tourism corridors, agricultural sectors, and international airports create an environment that traffickers actively exploit. This isn't just a crime. It is a national security threat, and I will treat it like one.

What I will do in Congress:

Domestic Fight

First, pass the Human Trafficking Enforcement Act to triple funding for the DOJ Human Trafficking Task Force to $150 million per year and mandate that every U.S. Attorney's office have a dedicated trafficking prosecutor, because right now most don't.

Second, reallocate 20,000 of Biden's 87,000 new IRS agents to ICE's Human Trafficking Division and CBP's anti-smuggling units. No new spending. Just smarter priorities.

Third, require every port of entry to have 100 percent cargo and passenger screening using advanced AI and canine units. The current inspection rate for shipping containers is under 5 percent. Traffickers know it. We need to change it.

Fourth, make "benefitting from trafficking" a RICO predicate so we can seize every motel, truck stop, and online platform that knowingly profits from exploitation.

Fifth, expand the TVPRA's safe harbor laws nationwide so minor victims are treated as victims, not criminals, and fund 1,000 new shelter beds in Florida by 2028.

International Fight

First, restore and expand the State Department's tier pressure system by sanctioning countries that refuse to cooperate on trafficking extraditions. If a government enables traffickers, it pays a price.

Second, condition 20 percent of all Foreign Military Financing on measurable trafficking reductions. We used economic leverage to crush ISIS networks. We can use it here.

Third, lead a "Trafficking-Free Trade" coalition. Any country seeking a U.S. trade deal must meet minimum anti-trafficking standards or lose GSP status. Trade access is leverage, and we should use it.

Fourth, triple funding for the President's Interagency Task Force to Monitor and Combat Trafficking to $90 million per year and station permanent ICE attachés in every major transit country.

I have seen the cost of weak borders and weak resolve overseas. As a Navy Captain who led operations across three continents, I know how to dismantle networks. Human trafficking is not a border issue or a social issue. It is a war on human beings, and I will fight it with the same intensity I brought to every mission.

Kathy Castor has been silent while Florida became a trafficking hub. When I am your Congressman, this ends. Tampa Bay will lead the nation in crushing this evil, both at home and abroad.

Family is the cornerstone of a strong America. It is where values are nurtured, character is built, and faith is passed down from one generation to the next. My 33 years of naval service reinforced what I already knew: true strength comes from unity, respect, and moral grounding. Those principles are shared across Christian, Jewish, Muslim, and other faith traditions that emphasize love, responsibility, and community.

In Tampa Bay's diverse District 14, family values transcend party lines. They are about protecting what matters most in an era of cultural upheaval. My campaign fights for families by championing parental rights, education transparency, and policies that honor our shared heritage while countering the radical ideologies that seek to divide us.

Do I think God should have a role in family values?

Absolutely. God's role in family values is timeless and essential. Christian, Jewish, Islamic, and Hindu traditions all share a common emphasis: parents have a sacred responsibility to raise children with faith, discipline, and love. I support voluntary expressions of faith in family life and will ensure that government protects religious freedom without mandating it. A moral compass grounded in faith guides our children toward responsibility, respect, and purpose. That is not a political position. It is a timeless truth.

Should we return God to our schools?

Yes, but thoughtfully. Schools should allow voluntary prayer and moments of reflection, as affirmed by the Supreme Court in Kennedy v. Bremerton (2022), without crossing into government-mandated religion. Returning God to schools means respecting diverse faiths while pushing back against a secular extremism that has stripped moral education from our classrooms. The results of that stripping are measurable. The CDC's Youth Risk Behavior Survey found that 40% of U.S. teens report persistent sadness. Our children are struggling, and faith-based resilience, including optional chaplain services and voluntary programs, is part of the answer. I will fight for policies that make those resources available to every family that wants them.

What about the separation of church and state?

The separation of church and state, rooted in the First Amendment, protects religious freedom. It does not erase faith from public life. As the Founders intended, it prevents government from establishing a state religion while guaranteeing every American the free exercise of their own faith. I will uphold that balance by opposing any mandate on faith while defending every American's right to voluntary expression. No one should be coerced. No one should be excluded. Every family, regardless of belief, deserves to thrive.

How do we protect and fight for parental rights?

Parental rights are sacred. Parents, not government bureaucrats, know what is best for their children. My Children's Bill of Rights will mandate full curriculum transparency, require parental consent for sensitive topics, and prohibit irreversible gender-affirming medical interventions for minors under 18. It will give parents real legal recourse against institutional overreach, building on the foundation Florida established with the Parental Rights in Education Act of 2022 and taking it to the federal level.

Schools exist to educate, not indoctrinate. In Congress, I will lead the fight to make parental rights permanent federal law, protecting Tampa Bay families from the radical agendas that seek to undermine the values we hold dear.

We stop Tampa Bay from becoming the next radical liberal city the same way we stop any enemy advance: early, decisively, and without apology.

No Sanctuary City. Ever.

Mayor Jane Castor pushed to make Tampa a sanctuary city in 2019 and has never backed down. That would have invited exactly what San Francisco looks like today: open-air drug markets operating around the clock, thousands of homeless encampments lining city blocks, smash-and-grab crime so rampant that Walgreens and Target have closed dozens of locations, and a 60 to 70 percent drop in downtown foot traffic because residents and tourists simply stay away. Our small businesses would board up. Our property values would collapse. Our neighborhoods would become unrecognizable.

That will never happen on my watch. I will fight every day in Congress to keep Tampa a law-and-order city, fully cooperating with ICE and deporting criminal aliens. No exceptions. No excuses.

Protect Our Families from the Woke Agenda.

We have already seen our school board push radical gender theory and divisive curricula into Tampa Bay classrooms. My Children's Bill of Rights will ban that in every school that receives federal dollars, restore full parental rights, and ensure that girls' sports and spaces are protected. Tampa will never become another Seattle, where children are taught to resent the country that gave them everything.

Keep Our Streets Safe and Clean.

San Francisco lost 40 percent of its downtown retail to smash-and-grab crime and open drug use. Tampa will never go down that road. I will champion law enforcement, crack down hard on fentanyl traffickers, and make sure our police have every resource they need. In my Congress, the police will never be defunded or demonized.

Affordability Over Ideology.

My Enhancing Affordability for America Act will cut housing costs by at least 10 percent, slash insurance premiums, and stop hedge funds from buying up our neighborhoods. Tampa will never become another California, where working families are priced out of their own communities while politicians chase green fantasies and virtue signal their way to re-election.

Vote-by-mail and electronic voting machines have raised serious and legitimate concerns about transparency and chain of custody. Too many ballots arrive without clear accountability. Too many machines have been connected to the internet. Tabulators have been altered with nothing more than a thumb drive. The 2020 and 2024 election cycles exposed these vulnerabilities nationwide, and Florida is no exception. We cannot restore trust by doubling down on a system that leaves so many questions unanswered.

We must return to the only method that is fully transparent, verifiable, and worthy of the American people's confidence: in-person voting on Election Day with hand-marked paper ballots, counted by hand, in public.

Rocky's Election Integrity Plan:

Eliminate universal vote-by-mail. Absentee ballots should be restricted to military personnel, overseas citizens, and verified medical hardship only, consistent with President Trump's own stated position and the practices of most modern democracies.

Ban all electronic voting machines and tabulators. Replace them with hand-marked paper ballots on secure, watermarked stock that is virtually impossible to counterfeit, as called for in Trump's March 2025 Executive Order on election integrity.

Require in-person voting with photo ID on a single Election Day, with limited and tightly controlled exceptions. No ballots counted after Election Day. Period.

Mandate full hand counts by bipartisan teams in public view, live-streamed, with citizen observers present throughout.

Support and pass the SAVE America Act. This bill has passed the House. The Senate must act. This bill requires documentary proof of U.S. citizenship to register to vote in federal elections and mandates photo ID at the polls. Rocky will push hard for Senate passage on Day One.

Criminalize non-citizen voting with immediate deportation and felony charges for any non-citizen who registers or attempts to cast a ballot in a federal election. This is already federal law under 18 U.S.C. 611. Rocky will make sure it is enforced like it means something.

Only U.S. citizens may vote in U.S. elections. That is not a controversial position. It is the law and the foundation of our sovereignty. When millions cross an open border unchecked, the risk of illegal voting is not theoretical. And who voted to keep that border open for years? You guessed it. Kathy Castor. She remained silent while states experimented with mass mail voting and internet-connected machines. She said nothing while the integrity of our elections was eroded election cycle after election cycle.

I will not be silent. In Congress, I will sponsor the American Election Integrity Act to make hand-counted, watermarked paper ballots and strict citizenship verification the permanent national standard, fully aligned with what President Trump is fighting for and what the American people overwhelmingly deserve.

When we lose faith in our elections, we lose America.
